There was a week from the moment of the emergency congress of the Nogai people, but the official response of the Dagestan authorities to the proposals voiced on the forum has not yet been followed. At the congress of the Nogai people, everything was said correctly: it is impossible to make decisions without taking into account the views of the indigenous population of the area. When this happens, it causes reasonable indignation in people. Nogai mobilized and made appropriate statements.

Of course, the power structures of Dagestan should make a statement - or refute what has been said on the forum, or make amendments, or cancel what they planned. Deaf defense is not a solution to the issue.

As a rule, such meetings, if held, on them, representatives of the leadership invite someone unclear. Therefore, from such "meetings with the people" there is no benefit, their coefficient useful action null.

I think, once the appeal to the President of Russia was sent, some kind of reaction from the Kremlin must follow. And if there is a reaction from the center, then local authorities will be forced to lead some negotiations. I hope that no one will try to unscrew your arms, because you will not twist your hands all the people.
I also hope that the Republican leadership will take some measures to smooth the situation that it has also provoked. But as far as it is objective, effectively and honest on the part of the Dagestan authorities, we can only guess.
The delegates of the All-Russian Congress of the Nogai People were asked to resolve the issue with the lands of distant animal husbandry in the Nogai region. They believe that they are deprived of guarantees to preserve their territories of compact residence, and asked to transfer the land of distant animal husbandry to the property of the Nogai district.

I have not seen such, honestly. There was not even local authorities. They called for the congress of the acting head of the Nogai district, but even he did not appear. The replica from that side did not sound. I sat on a few hours at the congress, so many were performances, but I did not see any of the officials at all.
- What slogans sounded at the congress, what exactly want Nogai?
As far as I know, this is the fifth congress (one of the men stated that they are going for the fifth time), and they have a long history. In general, there are several reasons for which they are going. The first point is the question of the so-called zones of distant animal husbandry. It used to be so that in the winter, the mountains came there their cattle, which is passing in comfortable conditions, and in the summer livestock. By quoting those people who performed at the congress, I will say that at some point it all stopped working. These guys settled there on a permanent basis, allegedly with the connivance of the authorities. If all the time we grab your cattle in one place, then this territory begins to "desertate" - there are no herbs, no living life.
This territory does not belong to the Nogai, as this is part of the Nogai steppe (they are still painfully experiencing the process when they are split into several districts), so at the congress it was repeatedly uttered: "Our native land is the Nogai steppe, and we will not give it to anyone. " The bottom line is that there are land reform now, and these territories, where settlements have long appeared (just stand at home, schools, or something else there is no), they are going to legalize, so that these lands will not belong to non-Nogai residents.

I note that now the Nogai people are experiencing big problems with employment - there are someone in every Nogai family who went to Surgut or in Urengoy. And people are wildly protest, saying that 70 percent of the Nogan land does not belong to them, but on the one that belongs, it is simply impossible to work.
The second point - for several months they can not choose the head of the area. They have a vote for some strange scheme, similar to the elective system in America. The Dagestan authorities do not approve of local, and according to the participants of the Congress, promote some local Makhachkalaskalist. This moment is also constantly pronounced.
There is also a problem of social insecurity. By the way, at the congress there was a speech, which described that many land are leased without trading. And there such sums were voiced, from the category of 8 rubles per hectare per year. They themselves are glad to take on these lands, but this does not happen.
